Political Harmony Consulting consists of a small group of accomplished practitioners in the management of schools and municipalities. Using statistical science, they interpret the results of the Civic Leadership Assessment which provides evidence of good or poor public image. Meet the Team


Ray Garubo, Ph.D.

The founder and creative force behind the Political Harmony Consulting Services and the author of the Civic Leadership Assessment is Raymond Garubo, Ph.D. Ray has been involved in public education and management for over 35 years. He is familiar with the administration of school districts and municipalities, having served in both and consulted in the U.S. and abroad. He holds a doctorate in Education from the Claremont Graduate University and his Bachelor and Masters degrees are from California State University, Fullerton, California. For the past 15 years, Ray has designed and refined survey instruments used both in the public and private sector. His consulting clients have included school districts and municipalities as well as organizations in the private sector. Doctor Garubo is co-author of ‘Supportive Supervision in Schools (The Greenwood Educators’ Reference Collection)’.  He resides in Cocoa Beach, Florida.


Greg Yarbrough, DPA

Greg Yarbrough is the Director of Data Management. He is a Doctor of Public Administration responsible for the review of collected data and its collation into usable products. Dr. Yarbrough completed his DPA at California Baptist University and has over 30 years of management experience in the public, private, and military sectors.


Chuck Horn, Ph.D.
The Director of Research for Political Harmony Consulting Services is Charles H. Horn, Ph.D. He is responsible for all research design and execution, informal and formal statistical analyses, and data collection and compilation. Dr. Horn earned his BA from Dartmouth College and master’s and Doctorate degrees from George Washington University in clinical psychology. While in private practice, Dr. Horn concurrently was an Associate Professor at the University of California, Irvine Medical School, Department of Psychiatry. He was also a Professor at the California Graduate Institute where he oversaw research design and statistical analysis of over a hundred doctoral dissertations. For thirteen years Chuck had a research affiliation with Bryan Associates, an organizational and human resources consulting firm. Dr. Horn resides in Irvine, California.


Jared Campbell

Jared Campbell focuses on advancing education in science, technology, engineering, and mathematics at the Florida Institute of Technology. He holds an Educational Specialist (Ed.S.) degree in STEM Education from Florida Tech and a master’s degree in computer information systems from the same institution. Additionally, Jared earned his bachelor’s degree in science education from the University of Central Florida. He has spent his career preparing International Science Fair winners and teaching university professors technology and pedagogy. He currently serves as the STEM Outreach Manager at Florida Tech. Since 2002, Jared has been recognized as an award-winning educator in science and technology. His career is marked by mentoring teachers of all levels, developing innovative workforce development programs, and motivating people to realize their full potential.
